Hertz - Tired, old cars

I can remember when Hertz cars in the UK had a little sticker near the odometer instructing renters not to exceed 13,000 miles.

I haven't seen low mileage like that for a long time! My current car has 40,000 kms and a recent rental from Warsaw airport was an old-model Mondeo with 75,000 on the clock.

Are they exclusively running older vehicles or are they just trying to get rid of me? :)
