oneworld - Who pays for lounge access?

I'm wondering if anyone can help answer a question I have. Do OW airlines charge each other for passengers using their lounges, or is it treated as reciprocal access across the alliance? I would assume that there is a cost involved per passenger who uses a lounge, and if so, I'm curious to know who pays.
For example, as a QF Sapphire member, flying CX from LHR to HKG, if I wanted to use the BA's T3 Galleries Lounge, who, if anyone, is charged? Would it be CX, as I'm their pax, or would it be QF as I'm their FFer?
A friend who is Star Alliance Gold told me that within Star, it is the airline with whom the pax has status that is charged, not necessarily the airline with whom the pax is flying, so I'm curious to know whether or not this is the case with OW.
Anyone offer an insight?

I believe you have been told correctly.
An AA Plat using a Qantas club before a flight would incur a debit (cost) to AA. QF would recieve this as a credit.

Does anyone have an idea of the range of price charged, or is that inside airline information?

Interesting that lounge access by status would trump lounge access by COS. Quite often I have seen that airlines don't even register my boarding pass when entering a lounge.

IME the wave through tends to happen for me maily with Qantas lounges on the presentation of my WP BP/Card.
FWIW, I cannot recall, if ever, having been waved through at AA operated lounges.

Often for QF, occasionally for AA (at DFW), never with BA, can't remember CX, once with RJ.

thats interesting as i went lounge hopping a few months ago.. went to JAL/BA/CX in one shot.. :P who pays for it?

I confess that it's for this very reason that I posed the question originally. I was in BKK over the weekend, flying on RJ, and I visited the QF/BA, CX and JL Lounges. As a QF SG, I was waved into the QF/BA Lounge, but the card number was noted at the CX and JL Lounges.
Interesting to know how it all works though. Thanks to all for your responses.
