I want to use my JAL miles to go from ORD-LHR-TLV on BA in F and they want between $700 to $900 USD in taxes / surcharges is this normal and is there any way to use points to lower the fees?

Who gave you that number? You might as well buy a ticket if that's the amount of tax/surcharge they want. I did a search on BA website and they only charges USD376.28 per person. No way JAL will charge you double of that.

In my quick typing I missed the connection is to TLV and its in First Class. Post Edited.

BA charges USD790 for that (F on ORD flight and connecting flight in J). So the amount is about right. I am afraid there's not much you can do to lower that except to fly in lower class cabin to reduce the premium cabin tax.

BA has a fuel surcharge, and there's also a premium cabin tax when connecting through Heathrow. JAL also has a fuel surcharge. That's why there's such a high price.

But there are many other routings. For example, what about Turkish Airlines the whole way, via Istanbul? That's a faster routing than via LHR anyway. (It looks like only Korean Air via Seoul is much faster.)

But the OP was trying to redeem an award ticket using JMB miles. So choice is actually limited.
