Australia, New Zealand & the South Pacific - Australia - Cairns (Best Snorkeling/Diving Tour)

I want to find out the best snorkeling tour to take in Cairns. I didn't realized that there are so many choices!!! I am also looking for a day tour (not multi-day) that's affordable (cheap) since I will be backpacking across Australia and New Zealand. I'm also looking into taking a intro diving lesson added on to the snorkeling tour.

Which great barrier reef locations are good to see?
