Avis - AVIS at DCA (Reagan National Airport)

My brother is renting from Avis at DCA at the end of the mth. Does anyone know if you have to take a shuttle bus to get to the rental counter or does AVIS have it coupled with the airport terminal (example: PDX)?
He's arriving at 9PM so he wants to get out as soon as possible to the hotel before it gets too late....

I've heard there's a rental shuttle to the Avis lot, but I've never seen it when I go outside. You can go out of the terminal, across the street into the parking garage and go left following signs for rental cars. Take the elevator to the Avis lot. You can walk it in ~5 mins, so if there is a bus, I'd never wait for it.
EDIT: If you go to Avis.com, search for and find the location, there is a "For More Location Information, Click Here" button. For DCA, it says:
*GENERAL DIRECTIONS*
COUNTER: - AIRLINE PASSENGERS:
Follow Ground Transportation signs to airport shuttle bus. Take the airport shuttle bus to Parking Garage A, follow signs to the Avis counter located on the 1st floor.
COUNTER: - WALK-UP RENTERS/LOCAL RENTERS:
From George Washington Memorial Pkwy: Follow the signs for the Airport. Then, once in the airport follow the signs for the Rental Car Returns & Parking Garage A. Avis counter is located on the 1st floor.
CARS: Vehicles are located on the 2nd floor of Parking Garage A.
RETURNS: Follow signs marked "Car Rental Returns".
AFTER-HOURS RETURNS
Leave the keys in the vehicle & leave the vehicle UNLOCKED (Note: The car returns area is a secure area).
PREFERRED SERVICE
Follow Ground Transportation signs to airport shuttle bus. Take the airport shuttle bus to Parking Garage A. Upon arrival, Preferred Renter's will follow the signs to the Avis Preferred Booth located on the 2nd level of Parking Garage A.
As long as your brother is capable of pulling his suitcase by himself, I'd still walk.
It's on most cases faster and easier to walk to AVIS than to wait for the shuttle bus.

What airline is he flying? If he's coming into Terminal A (AirTran, NW, a couple of others), then it's definitely closer to walk. If he's coming into B or C, then walking or taking the shuttle bus are about equal, depending on how long the shuttle bus wait is. There's one shuttle bus that goes to the rental cars and a parking garage.

thanks for the replies....He had decided to go with Hertz........signed up for the Gold trial offer and will cancel after we get back....
I always walk, it really isn't that far. IMHO much better than waiting for a shuttle, getting on and off. Just follow the signs towards rental cars.

A and B concourses are walking distance. If you're all the way at the end of the C concourse, shuttle might be the way to go - I'm assuming the shuttle stop is the last one before it circles back around the garage and stops at the rental counters.
