I am going to CR next month and am renting a car in San Jose. It showed none available (Oct 19-23). I couldn't understand this, because it is still the rainy season and I didn't think that they would be sold out. So I tried other dates in the future and no matter how far in the future I choose, it never shows any cars available. I actually tried all of the San Jose' locations. Is National still renting there? FWIW, Alamo always shows cars available.
