You have just spent many hours traveling on your first flight and you know that your dog would like to go do their business. Have you or someone you know had their dog walked on the tarmac outside of your gate by an airline employee? Case in point, you are waiting for a connecting flight and have this very tight connection time. You don't have the option available to go outside of the terminal, have your dog do their business and then spending more time waiting at a TSA checkpoint to get back to the gate. In a situation like this have you ever asked a GA or another airline employee if they would be kind enough to walk your dog right outside of your gate?

Not a chance I'm trusting any GA or other airline employee to open my dog's crate and take him for a walk. Too many bad things could happen. My dog's never had a problem "holding it" for the duration of any of our numerous cross-country flights. I feel the same way about letting a GA or other airline employee take my "carry-on" dog out onto the tarmac. One mistake while attaching the leash to the collar and all heck could break loose - all while I'm stuck watching helplessly from the windows above.
