Can I take a roller suitcase and a small carry on with me on my FRA - CLT flight, or has Frankfurt implemented UK style limits that allow only one small carry on?

I always carry a rolling bag and a laptop bag or backpack when traveling. I have not had any problems at Frankfurt with this configuration. If you are traveling intra-Europe, some airlines weigh the rolling bag and if it is too heavy (check the airline website for restrictions) then you have to check it. The weight limit is pretty low if you are traveling economy. They don't weigh your "small" bag though, so you can pack your heavy things in there while they weigh the roller and then repack before you get on your flight.
Since you are not intra-Europe, you should have no problems. My last trip through Frankfurt was in September, so pretty recently has been fine.
