No special registration is needed. The page you linked to says, "The customers registered in the Program will automatically participate in the campaign."
The same is written on its main Italian site: "Tutti i Clienti iscritti al Programma parteciperanno automaticamente alla promozione."
By "Programma" they are referring to "Programma Millemiglia", not to this offer, which they refer to as "la promozione Volato premiato".
Incidentally, this is not unusual for Alitalia. Last year I received a 25% bonus which was completely unexpected and for which I had not registered. It turned out that AZ was giving it on all flights to and from TLV.
