We are flying RT from PHL to FCO.
We are taking a 2 week cruise that ends in ATH.
We are taking a Alitalia flight from ATH to FCO to connect with our return flight back to PHL.
Would we be limited to 1 checked bag and 1 carryon for the Alitalia flight?

FIRST/MAGNIFICA CLASS: 30 kg max
ECONOMY CLASS: 20 kg max
you can check 2 bags as long as the total weight doesn't exceed the above limits.
only one carry-on allowed (plus a PC or briefcase)

If you have a direct connection you would not be limited to 1 checked bag. If you will be staying overnight in Rome, then, yes, you would be allowed 23 kilos of checked baggage for the ATH-FCO segment.
I believe that in either case, AZ allows you one carry on item (8 kilos) plus one personal item (such as a laptop in its own bag).

Wife and I are due to fly ARN-MXP-EZE in Magnifica Class, does this allowance mean we are only allowed a Max weight of 30kg each?
If so I had better cancel and go with BA as we were planning on taking 2 cases each with 23kg in each case.

According to the Alitalia website, it allows the 2 pc concept only on flights to:
1. The US.
2. Canada
3. Brazil.
4. Africa (Accra, Lagos, Dakar).
If you were flying to # 1, 2, or 4, on this list you would be allowed two pieces, each weighing 32 kilos, in First Class and two pieces, each weighing 23 kilos, in Economy.
If you were flying to # 3, you would be allowed two pieces, each weighing 32 kilos, no matter what class you were flying.
This would even be true on your ARN-MXP segments, assuming that you only connected in MXP and did not have a stopover there.
As you are flying to Argentina, you are allowed 30 kilos maximum in First and 20 kilos maximum in Economy.

only travelled from/to the U.S., so we were used to higher
limits. Flying KLM to/from Asia set us straight. Only Elite
status saved us from paying excess. For Platinum that
was an extra 20 kgs. Maybe AZ has a similar program.

Yes, AZ does have similar benefits for elite members. I am not certain, but I think it is 10 extra kilos for the first level and 20 for the second.

Officially BA is two bags with a 23k limit in each but they still accept 32kg and three bags in First - good job I made a miles redemption in First as a backup.

Yes, 30kgs is normal for most airlines in J (23 or 20 in Y), except for flights to/from the US (and a handful of other places) are regulated by overriding agreements that require airlines to operate a "piece based" system.
BA is unusual in operating a "piece based" system worldwide, albeit with a different number of pieces (1 in Y except of course for flights to/from the US).

1. It is all on a single itinerary.
2. You do not take a stopover in FCO. Connect? Fine. Spend a day visiting Rome? You are out of luck.

I'm flying ATL-CDG-FCO.
I had originally planned to take my standard rolling bag and breafcase on board (nothing checked) to CDG. I then was going to check the bigger bag to FCO.
Because of a tight CDG connection and the apparent problems with checked bags at CDG I am not wondering if there's any other options.
If I'm ticketed ,I shouldn't need to check-in. Would this make it possible to simply roll my bag on (assuming I can get my briefcase in it)?
Looking at Dovster's response, would I be allowed to take both on since this was booked as one ticket?
Do I also get the US "rules" on my return?

Don't confuse the checked baggage allowance with the hand luggage. Also, don't confuse "one ticket" with "connection only".
If you are only connecting, you will be allowed the two pieces of checked luggage for the entire itinerary, including the return trip. If you are taking a stop over, you will not be allowed it for the European routes even if it is all on one ticket.
For all Alitalia flights, except those departing from Heathrow, you are allowed one piece of hand luggage which does not exceed the following parameters:
You are allowed to carry only 1 piece of hand luggage onboard which must not exceed the following dimensions (including handles, side pockets and wheels):
Weight: 5 kgs., length: 55 cm, height: 25 cm, depth: 35 cm
In addition, you are allowed a personal item such as a computer in its case. Generally, they do not bother weighing this personal item.
From Heathrow, you are only allowed one piece of hand luggage.
As you described your trip, ATL-CDG-FCO, you will have absolutely no problem with bringing your hand luggage CDG-FCO. Nobody is going to weigh it -- that would only happen at check in (if at all).
On the way back, you might be stopped at check in. Firstly, do not put your briefcase in your roller bag. All that can do is make your roller bag heavier and weight will be the problem.
Secondly, if you are SkyTeam Elite (even, say, Delta Silver Medallion), make certain that you check in at the First Class counter. They almost always allow you to take your roller bag without weighing it.
If not, be prepared for the possibility that you will be told to check it.

Probably to cut down in handling cost since weight is still limited to 23 kg for flights outside of the Americas. In theory with the weight limit, you could have an infinite number of bags as long as each bag averaged (weight limit / number of bags).
