I know all the prices for the actual pass are about the same, but many sites/travel agents offer other types of freebies with the purchase of a pass (free delivery, free rail protection, free pass day, etc).

I don't know of any collective site, but I have had success in the past with Ebay. I generally pay a couple hundred less buying a certificate for a new rail pass and have not had a problem. Just don't get anything "used". I do have a lot of lead time to get the pass though so it would help looking far in advance.
