I stayed at this hotel about 3 years ago. The rooms are quite large for New York standards. The staff is very helpful and friendly, and it's very close to the Brooklyn Bridge. It's nicer than other 2 star hotels I have stayed at.

Note that it's a Best Western, not a Westin. There's a big difference.
I know nothing about the hotel itself, but the location is kind of out-of-the-way. South Street Seaport is an outdoor suburban shopping mall (Gap, Abercrombie, Mrs. Fields, and all the other usual mall stores) built for tourists with some boats to keep things interesting, and the area gets very quiet at night (aside from the round-the-clock traffic on the FDR and the Brooklyn Bridge).
That said, if the rooms are decently sized and you can get a guaranteed view, it's probably a decent choice. You can pick up almost any subway line with a 5-10 minute walk, and cabs are usually pretty well available. Plus it's a good launching point for some of the walking tour routes that have been discussed on this forum.

Here is an aerial image of the location: http://www.mapquest.com/maps/map.adp?formtype=address&addtohistory=&address=33%20Peck%20Slip&city=New%20York&state=NY&zipcode=10038%2d1708&country=US&geodiff=1
I would estimate the distance from the hotel to the FDR Drive (a six lane elevated highway) at about 250 feet. The highway is noisy 24 hours a day. I am not quite sure what the view of the Brooklyn Bridge would be like as it is hard to tell what obstacles (e.g other buildings) are in between. I can tell you that it is quite obvious that the bridge is not visible from at least two sides of the hotel. I looked at the hotel's website and although there is an impressive picture of the bridge, there is no claim that this picture was taken from a hotel room.

It looks like there are no obstructions aside from the building across Front St, but make sure you're on the side facing the water and on one of the top floors, or else you probably won't be able to see much.

The Marriott Marquis is a giant hotel filled with tourists and is about as centrally located as you can get. I've never stayed there, but folks I know who have stayed there have been generally happy (assuming they were looking for a centrally located tourist hotel). I don't know whether a city view room will have a good view or not, but if it does have a view, it should be interesting as the hotel is right in Times Square.
The one piece of advice I've heard regarding this hotel is to allow plenty of time to get an elevator. They've improved things with the upgrading of their elevators to buttonless models, but the waits (especially around theater time) can still be pretty long.
