does anybody know a hotel which costs around 10-15usd.

I stayed at the Wichiwan for $12 a day in Bangkok. It's not a hotel per se, but rather it's referred to as an apartment mansion.

Hostelling International Ft. Mason is $19/night.

Hostelling International NYC is $29/night -- what a ripoff !

IAD - $0/night. Not recommended. Not quiet and room service never came despite my many requests of TSA personnel.

I went to Istanbul with my wife in 2005. We stayed at the Side Hostel and saved EXTRA money by sleeping in the same bunk. Only about $5, which probably ranks high on your list. Two days after this swank experience, with its million dollar rooftop view, we stayed at the Aija hotel on the lapping shores of the Bosphorus, which I imagine is 'round $300/night.
