Bus or taxi. It's not far at all. The bus brings you to the train station, SMN, which is centrally located. From there you can take any city bus, walk, or a taxi, depending on where you are going.

I've always taken the taxi- fast and relatively cheap. The bus takes longer.

No train service from FLR.

BTW, if you have trouble getting flights on the schedule you want to FLR, look at PSA. It's an hour away, trains about once an hour, it's a much bigger, nicer airport. Also, early morning departurers from FLR are much more likely to get cancelled or delayed due to fog.
