I've gone through the Mileage Run Tools threads and have tried, expedia, mariott, priceline, etc. and am unable to find the routing rules. What are current free tools that display routing rules (in particular for UA)?
Also do any of the tools (including the paid tools) display routing rules for government (YCA) fares?

ITA does. Use the "Display Booking Codes" (or something similar, I forget the exact wording) link on the left hand side. Then at the bottom, the fare will show up, and there will be a link to the rules.
Yes, it does show the fare rules, but not the routing rules, at least not on the flights I've looked at.

Yeah, I think with some it does and some it doesn't. I know that I have seen routing rules all the way at the bottom of the fare rules before (in terms of what connections/routings are or are not legal under this fare). I don't know if some airlines do things differently than others in terms of including them in the fare rules.

Dunno about the specific fare class you describe, but with publicly available fares, I've found that http://www.expedia.ca (Expedia Canada) and Priceline (non-name your own fare fares) both have the routing rules available... generally all fares on expedia.ca, and a good proportion on Priceline.
Expertflyer also gives routing rules.
