if i have a small amount of meat in my carryon for my own personal use (lunch!) will i encounter problems coming into FRA?

From a legal point of view it is not ok as Israel is outwide the EU, Norway, Liechtenstein and Switzerland. It is unlikely that you encounter any problems as I have never ever seen this rule ever being enforced.
