I am arriving to SIN from CGK at 10:50pm, and leaving for NRT the next morning at 7:30am.

I've never been to SIN before and would like to take one of the tours -- but unfortunately my schedule won't allow it.

Do I have any options other than a ~7 hour stay at the transit hotel?

Not knowing the area, I would stay airside. Try to reserve a 6 hour block at the transit hotel or search this site for more airside options. Try the Changi website for more time passing ideas.

Well, here is an alternative you might consider given you have not completed your journey yet and assuming you are not too tired from your inbound flights(s): Why not grab a taxi and have the driver take you to one of the premium shopping areas, Orchard Road, in the city and enjoy the Christmas decorations and lights in the area? Also, get the taxi to stop at a Hawker Stand and grab a bit to eat (chili crab is very popular local dish). I suspect this will consume about 2 hrs max. and cost less than $US60. Of course, you can expand the "tour" basis your time and $ you wish to spend but seeing the city at night is a real treat anytime but especially during the Christmas season, IMHO.
