Hi,

I'm going to the philippines in a week, and i have a 3.5 hour stopover in singapore, I was wondering if it was possible to walk out to the publicly accesible area of the airport to meet a friend? then just go back in through immigration and stuff?

I don't think you will have an issue. Everyone speaks English in Singapore so you can just explain the situation when you are passing through Customs, both ways. You can certainly ask Immigration before exiting whether there is any problem with the plan.

Having just passed through their customs for a one day visit last week, I think it will be a cake walk.

So long as you have the appropriate visas for Singapore (and for most countries there's no visas required) then there's no issues at all. Both arrivals and departures formalities are swiftly processed, so there's no big queues to concern you either. I've done it plenty of times, popped out landside to meet friends to grab a bite to eat in the airport before flying on from there.

In the very unlikely event that there's visa issues for you then there's also prison style glass panels that you can sit down at in Terminal 1 - attached to the upstairs foodhall on the airside (and I'd imagine Terminal 2 has them somewhere as well) where you can stay airside and someone landside can be on the other side and you can talk through the glass.
