I would like to know if is there any diffrence between dollar notes versus travell checks exchange rates in Thailand
For instance, in China, travell checks get better rate than dollar notes..

In Thailand you pay a fee /tax per travelers check you cash,
I forgot how much it is , maybe $1 / 40 baht or so per check
So it eats alot out of $20 TCs and not much from a $100 TC
you also get a better rate changing $50 + $100 bills than $10s-$20s

American Express told me if I change in their office there won't be any fee.
Do you know if the rates for TC and Note are same?

I don't know if the AMEX rates are the same... at some exchange offices (e.g. at the airport), there is a slightly better rate for travelers' cheques. As noted above, the benefit is somewhat reduced by the fee per check that must be paid. Last time I was there, I exchanged some US$100 cheques and I think I made out just a little bit better than if I had exchanged cash in US$20 notes.
Edited to add: There are some threads here about places that might have attractive rates for cash exchange. My reference was to exchange desks at the airport and at the larger shopping centers.

Earlier this month I was assessed per check fees of 30 and 33 baht. I've learned to take larger denomination checks next time.

So if I get a larger denomination checks and pay that fee, is it better than just taking$1,000 in cash? I think last time i took that much cash, but never thought about the checks. Are the checks better just because of security? I have never used them before.

Stay away from AMEX everywhere in the world for currency exchange.
When they cash your check at no fee, it's a myth. There exchange rates are so poor. The only advantage to changing anything at AMEX is if your travelers check is in the denomination of the country. I.e. change USA travelers checks only in USA or Pounds only in UK.
The rate at banks for TC is higher almost 1 baht higher than cash.
I use Kasicorn or farmers bank

I always use TC, is safer. Besides, in China they have better rates.
It seens that in BKK it is also better...But there's the fee....

If it's an option for you, I'd recommend you use ATMs. They're everywhere in Thailand and the exchange rate is the best possible retail rate. However, many home banks levy a fee for using an ATM outside the country, so I'd check with your bank. There are deals with free worldwide withdrawals. Travellers checks are a pain.
