On such occasions, hotels will charge full rack rate with one night prepaid...if you're Platinum Amex member, ask them to help....did that last time when air show was in town and got a decent rate (S$400 per night!)

I was fortunate enough to get a reward night at the Hilton in Orchard Road and a night using a SPG50 award at the Sheraton in Scotts Road during that time. I also had to take one night out at Changi Village (Le Meridien) at their rack rate but none of the three hotels required prepayment and even gave me either 24hour prior or day of arrival cancellation. YMMV.
Note: I booked these rooms in June.

I really enjoyed my stay at the Royal Peacock Hotel. It was cheap and nice for my needs for 2 nights. I think that I paid ~ US$40 per night including hot breakfast.
BUT, BEWARE if you reserve and stay there. Their cheapest rooms have no windows. Also, one side of the hotel is next to a VERY LOUD pub that shakes the rooms until like 3am! The other side (near the Outram Park MRT station, near the temple, which is the "right" side of the hotel while entering the front door) is quiet and nice. I got lucky and they upgraded me from the cheapest rate to a nice room in the quiet end, facing a small park that is away from the street noise.
The free breakfast was basic but hot and OK.
BTW, when showering, remember to turn on BOTH bathroom switches so that the shower hot water heater turns on for your shower (just like in UK houses).

Couldn't get anything myself, even at the RC where I frequently stay. Was amazed when my Virtuoso agent managed to get decent priced club rooms at the Oriental (with 20:00 check-out!).

Oh yes.. they will be charging rack rates too !
There are some hotels that can still be had though. The 'smaller' no chain branded ones.
Even Hotel 81! :D

sidestep is showing the copthorne orchid showing up for like $142.
I also recommend hotel 1929 (which was recommended above). it's not in the orchard area. It's in china town but it's cute and about $70 a night. The rooms are small but they are modern.

Those are US dollars, right? Be warned that 1929's small rooms are very, very small indeed. But if you like their style, check out their new operation:

By the people who brought you Hotel 1929, this too is a refurbished shophouse, but the 30 rooms comes in four themes: mirror, hanging bed, aquarium and loft. You can try the YMCA. Excellent location and their breakfast is very good. I stayed there several times.

During IMF week, only rack rates are available at this hotel. There is a "mandatory rate" by the hotel so no Cash and Points, or Rewards booking including SPG50 are being accepted by the hotel currently. Rack rates are 295SGD currently.

Thanks everyone for your help. I have managed to make a reservation at the Hyatt.The rate is a little high but I am in the location that I like. I will watch and see if some other properties open inventory up closer to the date.
