I was looking at possibly booking an Envoy award ticket to france this winter. So I go on US Airways website and start to book the flight. The fees come out to 115.00 dollars. The big portion of this is coded: FR-FEELGOOD, at 51 dollars. Does anyone have any idea what this is, or has France gone completely mad. Maybe it is an 'I lost the World Cup' tax. I don't know...
I noticed the exact same thing yesterday when pricing a ticket to CDG for this winter. I don't recall seeing it before, but maybe it just hasn't caught my eye in the past.

I noticed this recently when looking for a coach fare to France. I believe this is a tax/donation that the French government passed in order for air passengers to donate money to global development for poor developing countries.
This article talks about the concept. There are other articles on the web about this.

While I don't think that this is too bad of an idea, 50$ for a R/T ticket is a bit on the expensive side. I can see 10-20 dollars for a R/T fare, but not 50.

I don't see $50 as expensive in taxes for an RT international ticket. Pax out of the UK pay around £40-50, which is $100 or more. I'd like to see you provide info on a transatlantic flight to Europe for much less than that..

This is in addition to the normal taxes. A fare to Germany under similar conditions is around 53 USD, compared to 110 USD flying into CDG. The kicker was the extra 50$ for the 'Feelgood Fare' imposed by the French gov't, I guess.
I don't have a problem with the concept of helping out with a donation (I make monthly CO2 offset donations), but I'm not sure I like a government mandating it on me as a condition of my flying into their country.
In my opinion, an award ticket should be completely without fees.
You're seriously surprised by the People's Republic of France assessing insane taxes on you? This was done after Chirac and Kofi Annan decided on another scheme to bilk people. They have to prop up their failed economy somehow...this allows them to divert taxes from direct donations to give to the 10% that is unemployed.

Here's a little more detail about that tax, which recently went into effect: http://travel.iafrica.com/flights/649891.htm.
