Can someone tell me if National Car rental is located at IAD? I have checked a few rentals and they all say in Terminal except for National.

At IAD, all of the rental car agencies, including National, require a shuttle bus ride to an area near long term parking where you do the paperwork and pick up your car. I'm pretty certain that none of the companies has a physical presence in the Terminal (given that I live in the DC area and never rent a car at IAD, I haven't really looked for car rental agencies at IAD, but given all of the construction that's been going on at IAD, even if there once was a time when car hire agencies did have desks in the terminal, I think those days are over). There are phones near baggage claim, or you can just go outside the terminal and wait for the National bus.

I can confirm what gvdIAD said- All of the rental car outfits are a short shuttle bus ride from the terminal- National is right in a line with the others.
