Am flying to Europe (Newcastle, UK via Amsterdam). Was hoping to use transatlantic upgrade coupon usually issued annually to CP (but late this year), BUT just learned will likely not make CP this year (just Platinum, under the new system), so looking for other ways to upgrade. US is quoting 30,000 miles for an upgrade. Any other suggestions for upgrading to Business on European travel?

If you don't have the TA upgrade cert, or some other "special" one issued to you by the company or travel agent(rare), then you're only option is to do it with miles. If you pony up for a more expensive coach ticket (Y or B fare), you can do it for 10,000 each way vs. 30,000.
If you go this route, be sure that the upgradeable inventory is available before actually paying for your coach seat. Those mileage upgrades are heavily capacity controlled just like an award ticket.

Thanks. My fare is being underwritten by a non-profit, so I am trying not to stick them with a high fare.
