Going to Los Angeles in May, does anyone know of a rent a car company without the "minimum age" fee. In my case, the fee amount is higher than what it costs to actually rent the car! Thanks.

I've never tried them.
Enterprise charges $10/day for drivers 21-24, which I think is the lowest surcharge for the big rental companies.

My local Enterprise (off-airport) doesn't charge the fee. There is some variability between their locations because they are franchises, and because of state laws. However, I would agree that they tend to be the lowest of the majors at their locations that do charge the fee.

Though I doubt it applies to you based on your profile, if you are a USAA member (active duty and retired military and dependents are eligible), you can rent through AVIS without a under-25 fee.
You might want to try a travel agent in HKG and see about getting a car through them. If you are a student, you can try STA-Travel. Or, if you are a member of the AAA equivalent, they should be able to help.
You should get a much better rate in total, often you get the insurance included etc.

When I was a traveller who was under 25, I used some local mom and pop rental companies. You might want to look some up online and call them to ask. Some with the policy may also waive it to get the business.

When i was under-25, I've had my underage fees waived several times by Enterprise (just by asking, especially if I got their insurance).
