I have heard GA offer upgrades to business for a fee on domestic flights. Is this unheard of for transatlantics? The GA in PHL told me that it isn't possible to do that on international flights. Is this so?

Absolutely so. Upgrades on transatlantic flights are via miles or certificates only (provided the fare purchased allows upgrade).
