I've never norkled, but three weeks ago I drove into Diamond Head and did the climb up the trail. I don't know why you need to pay anyone except for parking. I strongly suggest though, that you go up when it isn't crowded. I didn't. The summit was a complete bottleneck. Have fun norkling!
You don't need a tour to go to Hanauma bay. I'd suggest taking public transportation there.

Public transportation would be a good idea depending on where you are staying. In Jan 05 I tried to park my rental but the entrance was closed off. Luckily it opened up approx 10 minutes later a sit was approx 1 PM and people were leaving. I don't think there is any benefit to a guided tour for either place. Bring your camera. Hanauma Bay at 1 pm. Did the hike in the morning.

Both Hanauma Bay and Diamond Head are easy do-it-yourself visits. The only thinkg a "tour" will really offer you is transportation to and from your hotel.
I'd recommend getting to Hanauma Bay fairly early in the morning to beat the crowds. Note that it is closed on Tuesdays.
Might as well hit Sandy Beach, which is a few miles around the bend, thereafter.
