My sister got a VDB voucher for a free roundtrip on US a few months ago, and she might want to use it to get me a ticket. My sister's in Florida, the voucher is in California, and I'm in D.C.

Does my sister herself need to redeem the voucher at the airport counter for my ticket, i.e. does it need to get sent ot her? Also, will it be an e-ticket, or will she get a paper coupon that she then has to send to me?

This doesn't quite answer your question, but...

I redeemed one of these a few months ago. Basically, I reserved the flight and told them about the voucher. On the day of the flight I had to show it at check-in; i.e. I could not print out my ticket boarding pass in advance.
It may be possible for your sister to go in advance and set it up for you so that you get an e-ticket; this is how it works for United.
