I have read the guides to the ACAA and I understand that they apply to only Domestic U.S. Carriers. My question is: Does it apply to Domestic Carriers travelling to overseas destinations? (i.e. LHR) An example flight would be direct from a U.S. city to LHR.
Am I correct in understanding that Foreign Carriers that travel in the U.S. do not have to comply?
Thank you,
Alison

Depends. Some of the provisions will apply no matter where they fly to/from. (foreign/domestic). The ACAA has a line in it, though, that mentions that in the case of lost baggage on an international flight that the Warsaw Convention applies. This was discussed on the thread about a damaged or lost wheelchair on AA. I found the thread here: http://www.flyertalk.com/forum/showthread.php?t=340518&highlight=warsaw+convention
