How many american's skirt the ban on visiting Cuba every year? I heard they were tightening recently and saw that people were racing to get to cuba before the new restrictions fell on 1 July.

As an American, I would not want to "skirt" the government ban on travel to Cuba. Is it possible that a lot of the "skirters" may be relatives going for legitimate visits to visit older parents or relatives.
