We are only interested in restaurants with local or Pacific menues.

Don't know what your reference to new is but these are my favorites on Kauai:
Pacific Cafe, Kapaa
Casa Di Amici, Poipu
Roys, Poipu
Gaylords at Kilohana, Lihue
Hukilau, Kapaa
Lemongrass, Kapaa

From what I've read of the cuisines in the restaurants you mentioned, I certainly align myself w/your likes it seems.

Add Coconuts in Kapaa to the list. As for Lemongrass, most people I know who live here (including myself) avoid Lemongrass- inconsistent service and mediocre food. Sometimes you luck out with this one, though. Along the same lines is Lighthouse Bistro in Kilauea which used to be fabulous and is now very inconsistent. But try Polynesia Cafe in Hanalei, new and currently an Idine restaurant. It's a walk up counter with outside seating, but has surprising good food for this location and wonderful baked goods. Also in Hanalei, Bamboo Bamboo Restaurant.
Hukilau is always good as is Casa Di Amici. I've only been to Kilohana Plantation (Gaylord's) for the luau and was disappointed. I don't know anyone else who has eaten there for dinner.

One of my colleagues recommended the Beach House to us and we had dinner there last Saturday -- it was really good. Best part was the view we had of sunset while dining on the patio outside.
He also recommended Pataya (I think it's Pataya Asian Cafe?). I believe I saw that it's owned by the same people who own Lemongrass but was recommended over Lemongrass.
We also really liked Tidepools (I know, it's at a hotel) and went both trips we made to Kauai this autumn. Despite being located in a hotel (Hyatt) the setting was great!
Also we enjoyed eating at Kintaro (in Kapaa) both times. We ate at the sushi bar both times (and I'm proud to report I was wearing much less of my meal when we left the 2nd time than the 1st time http://www.flyertalk.com/dining/ftdining_forum/biggrin.gif ) They also serve regular tables (sorry, didn't see the menu) and tepan yaki style.
If you're up for burgers, go to Bubba's in Kapaa (or in Hanalei). It was a great lunch!

Let me place my vote for A Pacific Cafe, Roy's and Kintaro. But if you want something a little different and cheaper, try La Playita Azul in the Safeway mall in Kapaa. Very reasonable and tasty Mexican food. Try the humongous Seafood Burrito for two. Go for the food, not the atmosphere.
Little disappointed by Zelo's in Hanalei for lunch, though there's not exactly an abundance of choices on the North Shore. This might be the best of the lot without going to the Princeville Resort.
We were very excited to go here as it is often highly recommended.
Guava Mai Tais were a great way to start and very very refreshing.
For appetizers wife had the 911 roll, quite tasty. I had the Smoked Ahi. Good solid appetizer but Ahi was overdone.
When viewing the entrees it is easy to see that the chef is in love with mashed potatoes as many dishes contain them, not very creative.
I had the grilled fresh fish (tonight it was mahi mahi) over mashed potatoes (who would have guessed?!? http://www.flyertalk.com/dining/ftdining_forum/wink.gif ), served with Thai eggplant. It was good, but fish was very overcooked.
Wife had grilled miso salmon. Good, but again fish was WAY WAY overcooked.
After discussions with others on the island (many had been to Lemongrass) it seems as if the overcooked fish is normal for them.
Lemongrass just did not deliver the quality it should have, I can not recommend it.

Great new restaurant in Lihue at Harbor Mall called AROMAS. It opened last February.
The chef is the former chef at the Kauai Marriott. I had the best lamb chops I have ever had and my wife loved the Mahi Mahi and the special dessert. Dinner with 2 glasses of a great merlo came to $100 including tip.
Make a reservation, (808-245-9192) it was crowded when we were there last week, you will enjoy it.

I, too, recommend Aromas. If you are really into desserts, though, you will be disappointed. For really good homemade cream pies, try Lihue BBQ Inn (on Kress St.). They also have great food.

Harbor Mall is across the road from Anchor Cove which is near Nawiliwili (spelling) Harbor on Rice Street. Portofino restraint was in the same shopping center. This is close to The Kauai Marriott.

news flash, Lemongrass has a new Chef, Wally is gone now selling fish for Koa Trading, (guess he can't over-cook raw fish, what will happen will all his mash potatoes, and Balsamic vinegar reductions??) The new chef is a hard working guy who is trying to make a name for himself, he previously worked at the Hali Kulani in Honolulu, not the exeutive chef but a working chef!, I have tried his dishes twice, the Drunken duck was outstanding, the fresh fish, was pefectly cooked, the seafood stew was a great dish, so forget what previous diners have said and give them a nother try, and the wine list is a great selection as well!

The Mrs. and I had dinner at Gaylords this past February and we were both quite pleased with both the food and service. Prices were pretty reasonable ($100+ for two appetizers & entree with desert, w/o wine). We would return.

For someone who wants healthy/vegetarian/vegan food, the Blossoming Lotus in Kapaa (http://www.blossominglotus.com/) is a must. This is NOT a mainstream restaurant, I don't want to mislead anyone :) It's the best vegan food I have ever had; I always go there whenever I am on that island.

As I mentioned on another post, while previously xlnt, we didn't have a very good experience there recently. We'll try again and report.
FYI they had 2 for 1 (lunch) coupons in the Garden Island the other day.

I was there Monday (although it's hardly "new") and it's carry out only, so you should plan on a picnic or taking it back to your hotel or condo. THE best Kalua pork (or pig, as they call it there) I've had. Plate lunches have two scoops of rice and a couple of sides. As the FDA says, "too much food." ;)
