Jocelyn Bulow, a partner in the French-themed seafood bistro Plouf in the Financial District, is opening the 40-seat Chez Papa at 1401 18th St. (at Missouri) on Potrero Hill at the end of the month. His partners are Marc Sempere and chef Andreas Mena.

Initially, Chez Papa will offer sandwiches, pastries, salads, wine, beer and coffee drinks. Once a full kitchen is built, Bulow and crew will add a menu of southern French small plates.

The restaurant replaces Daily Scoop ice cream parlor and will be open 11 a. m.-11 p.m. daily.
