I'm planning a trip down to PDX soon and was wondering if the MAX line was up, and if so, how is the trip to downtown? Do you have to transfer? Is it a hassle handling luggage? Any other comments?

I was there on Jul 19 and it's still not operating. I guess you can take the bus #12.
