Just adding a note that at least in mid March this year, there's an international departure tax of USD 18 collected after you check in. Payable in other currencies but it's denominated in USD.
There wasn't one collected in June 2001.

is the point of additional taxes to reduce available spending money for use in the airport duty-free???

Only if you are low on cash and credit. The duty-free stores price and collect USD and take credit cards too.

I believe the new tax was added in October 2002, as I was there end of the month (on a connection no less - and they got me for it, less a 4$ discount cause of the tax that the airline collected.)
I am fairly certain that all airlines are no longer including any of the departure tax in the ticket costs, as they are collecting all the money on the spot.
But, beware the horrid exchange rate if you actually have Argentinian Pesos left - better off paying the USD!
It is a money making venture to help the government and the airport repay the cost of building the new terminal - just look around at the terminal - millions of dollars!

Prices at the shops in EZE are very very high.... buy your stuff in town, better selection, better prices...

Taxes are very alive and will not be going any where for at least 18 months. They are paying for the renovations at EZE. Outbound immigration has gotten MUCH SMOOTER in the last 90 days though getting you to the gate (or Admiral's Club :) ) much faster.
