What are the "expected" completion dates of the two new parking structures adjacent to Terminal C?

According to the Port Authority, the work on the parking garages is supposed to be completed by the end of this year:

I remember reading somewhere that the overall work was ahead of schedule, so this should still be correct.

I had checked the Port Authority website before my initial post, and I had found lots of useful information about the new parking structures and construction in general, but I did not see any mention of a completion date. Perhaps I glazed over it; I will give it another look.

This morning, for the first time, I noticed they have opened up an allotment of parking spaces in the structure directly opposite Terminal C. It appeared as though the first three levels were open, and there was an electronic monitor that kept track of the number of cars in the structure that went in and out of the garage (I suppose based on the activity of the electric arm that goes up and down when cars enter and leave- perhaps someone else could confirm).
