1. For two people unfamiliar with the airport, what's a good meeting place (other than one of the gates we fly in on)? One person will be flying Delta Shuttle. The other will be flying Air Tran.
2. How can two people get from the airport to the World Trade Center area? Will taxis cost too much, or be prone to rip you off? Are shared-ride shuttles a better bet?

The Delta Shuttle goes into the Marine Air Terminal which is not connected to the central terminal area at LGA.
As for getting to the WTC, you have a bunch of options. I'm not sure how much a taxi would be, I'd guess about 25 bucks, taking the Brooklyn-Queens expressway and the Brooklyn Bridge, no tolls on that route.
You could also take mass transit. From the Main terminal the Q33 bus to the E train(the E train stops at the wqorld trade center. The hitch with this route is the Q33 can be a slow go during rush hours, the subway is very quick. The Q33 is also not designed for luggage(i.e no racks), so if you have alot of luggage this can be a pain.
From the Marine Air terminal, you'd take the Q47 bus instead of the Q33.

Thanks for the info! I'm traveling with my mom, so I don't think we'll be taking a bus. I'm not sure how that would work with the luggage. We'll probably do a shared ride van or a taxi.

Hrm. Actually, she got tickets on Delta (regular Delta, not the shuttle) instead. I'm guessing this probably flies into the central terminal area? Are there busses that go between the Marine Air terminal and the central terminal? I definitely need to meet up with her at the airport, not the hotel.

There are courtsey busses between terminals at LGA. Its about a fifteen minute ride from THe Central Terminal (Air-Tran) to the Marine Air Terminal.

Regular Delta flights use the separate Delta terminal -- not the Marine Terminal -- which is about a quarter mile east of the central main terminal. You can take a free bus or walk. The free bus also connects to the Marine Terminal, but walking there is unreasonable -- it's two miles.

should answer your questions about location and the express bus (about $10) to Manhattan.
Meet your mother at the baggage claim (1st floor) of the Delta terminal and get the bus to Manhattan from there. I know it goes to Grand Central - but there may also be one that goes downtown also.
