Has anyone had any experience with this company in ANC? They offer significantly lower rates than the well-known companies, but are still located in the terminal.

Payless at ANC is fine; I've rented from them several times. However unlike some other companies, Payless does typically ask for the name of your auto insurance company. So if you're not a US driver you might want to check with them beforehand to check on their coverage requirements.
