The road project through the Whittier tunnel began with big ambitions. State officials and other boosters said it would simplify access for residents, bring in more cars, buses and campers, and turn the former military base into a bustling Alaska destination.

Converting the tunnel to accommodate cars and trains -- creating a beeline to Prince William Sound -- was supposed to put the sleepy port town on the road system and on track to economic success. Two years later, that hasn't happened. Whittier is no bigger attraction than it was before. Locals blame, in part, the tunnel's tolls.

At $15 per round trip for passenger cars and $40 for motor homes, it's more than most people want to spend, said Matt Rowley, Whittier city manager.
