Cars are not particularly cheap in Argentina or Chile, prices are more or less international. Gas is cheaper than in Europe, right now the prices are similar to the US. There are plenty of roads in good condition and the crossing of the Andes is a fun drive with lots of scenic routes.

You have two options to buy a car: you can either browse the classified ads (in Spanish), for example at www.automotores.clarin.com, (http://www.automotores.clarin.com,) or go to a used car dealership (concesionaria, venta de autos usados). Use common sense just like in any other country. I do not know if it's possible for non-resident foreigners to legally buy a car in Argentina, I would advise you to call the nearest Argentine consulate and find out.
