Suggestions for a *modest* hotel within walking distance of the Pacifico Convention Center ? - comfortable room, lobby and amenities not very important, some facility with English would help.

If I choose the least expensive category from the conference list (the hotels themselves aren't named) what might I expect?

Well, there are plentiful of international chain hotels such as Yokohama Bay Sheraton,
Hotel Intercontinental Yokohama and Hotel Pan Pacific. At the current exchange rate, a single room should cost no less than $200 a night and many offer special packages thru tokyo based large travel agencies such as JTB Int'l which have many offices in the US.

I would say if you want to pay less than $100 a night, you might end up in the cubicle of what they call "Business Hotel" in Japan. Cleaness and efficiency packed in a cubicle of a space.
