Depending on when you're coming, Floriade toward the end of September is good.
And for dining, can it get any better than the Central Cafe in Monaro St, Queanbeyan?

Canberra is a great spot, but can seem a bit quite a times, in fact you can almost hear the tumble weeds down northbourne avenue at nights. Beside this there is lots to do and see, MukMuk mentioned the cafe across the boader which is great, heaps of accomodation around and if you have a bit more in the budget stay at the Hyatt Hotel Canberra, it was Canberra's first Hotel and has been restored beautifully. You can often pick up some cheap rates and packages. If you don't mind getting on bike explore Canberra from the 100kms of bike paths which wind around the city, there is some great eating to be had in the suburbs, my favourite is the Turkish Pide House in Jamison, for a bit more upmarket try the Chairman Yip Restuarnt in Civic or head to Manuka or Kingston where there are some great cafes. If you get a change jump in a car a nd explore outside Canberra places like Snowy Mountains or the South Coast.
