I will be in St. John in March and wanted to know your suggestions. Am I better off to go snorkeling for a day or to go scuba diving? What is the norm in this area, requirements, etc...?

Personal preference, I suppose, but the snorkeling in St. John is tremendous and can be done right from the beach.

Being an avid scuba diver, the question I would ask you: "do you plan to (at least twice per year) go to a destination where you can scuba dive?"
If yes, then get certified and enjoy.
If not, just enjoy the snorkel, alot cheaper and less hassle if you do not plan to use your certification.
I remember from scuba class the instructor stating the % of divers who complete the class, go on their diving trip, then never use their certification again.
