Owners will be able to use a standardized blue booklet stamped with the European Union (news - web sites)'s circle of gold stars, listing vaccinations and certifying the pets are rabies-free. </font>

My horses already have passports, acceptable as proof of identification for export (such as to the United States), I am required to keep them with me at all times when I leave the barn (e.g. on a trailride), I can get a fine of I think € 200.00 if police stops me and I dont have the passes for my horses in the trailer!
As for horses who dont have a number burned into them, as long as they do not go to shows all that is needed is that EVERY single mark the horse has and EVERY hair-twirl and scar is recorded.

Besides this, every horse owner HATES this, especially as Germany is I think the only country where this is already an active law that actually gets prostecuted.

When can we get a forum for travelling with pets? There are lots of unique challenges pet owners face when travelling with pets - I have found lots of help from other FT'ers.

There have been pet passports in place in the UK for some time now. The issue is one of disease transmission.
The UK has been free of Rabies for many years now, and it's not a disease we particularly want back. Up until a few years ago, any susceptible animal (including domestic animals) had to undergo a 6-month (and very expensive) quarantine on entering the country. If the owner failed to arrange this, they risked not only a huge fine, but the destruction of the animal.
I don't know the whole scheme behind pet passports, but it's an effective way of avoiding the quarantine.
Other animals, usually for trade, had other 'passport' schemes for import/export. There's a whole operation in Guildford, Surrey (UK) issuing cow passports.
