I will be attendign a Cat Show in Amsterdam in October and wanted to travel with my pet under the seat anyone know hwat airlines allow this ? I have found that none of my US carriers even allow the pet to be checked as luggage but cargo only which is extrodianrly expensive Thanks for your thoughts Jane

You might want to check out Lufthansa -- I know at least a few years ago there was a passenger with an iguana in a carrier under the seat with him.

I know my neighbour takes her Chihuahua to France every year on DL/AF.
I've taken my small dog (<4 lb. Yorkie) on LH and UA recently, keeping her under the seat infront of me. 2 points to keep in mind.
1)advance notice is supposedly required. I called LH to let them know a couples weeks in advance
2) it cost me 105 USD each way, which is a huge ripoff IMO. The pet carrier is actually quite smaller than most passengers' carry-ons

Actually, with most airlines that allow non-humans in the passenger cabin, more than 'advance notice' is required. There is a limit to how many pets are permitted, depending on the airline, so you need to make a reservation for your animal at the time you make your own reservation. Trying to add a pet to an existing reservation can be risky; it's best to confirm everything when you first book, or you risk the airline not being able to accomodate Fluffy. Note also that there is usually a fee for bringing the animal in the passengar cabin (usually ~$75 one-way, for domestic flights at least). This is money very well spent! Putting animals in cargo is extremely inhumane. Animals are regularly lost/injured/traumatized when traveling by cargo.

United definitely allows pets in cabin, and so does Delta. Air France allows dogs that weigh 5 kilos (about 11 pounds) or less but they do not allow heavier ones (Watch out for Delta flights operated by Air France since the more restrictive AF rules apply). Continental does not allow pets in cabin for international flights.
In addition to booking the pet in cabin when you make your reservation, you need to get informed about the requirements to bring the animal into the country you are going to. For example, France is changing their requirements to include a rabies blood test that must be done at least 90 days before bringing the animal into France. The test must be done at least 30 days after the rabies shot, so the whole drill can be 4 months or more to complete.
See info at France customs website, including special rules for cats.
Also, don't forget that you may have to meet not only the rules for the country you are going to but also for any country you stop in on the way. The UK has loosened their rules but they are still quite demanding so be careful that, for example, connecting through London doesn't subject you to UK rules you can't comply with.
I am guesing this time it will be 9.

Check out KLM too, I know people who travel with their pets and only use KLM, according to them they have an exceptional service.
