Flying dogs, cats and other pets deserve stronger protections say animal rights advocates and some lawmakers. The industry says futher prortections are unnecessary and burdensome. The ATA through a spokesperson said airlines would refuse to accept ets rather than make additional costly modifications.

They would have to increase traing of handlers, install temperature/environment control devices, improve air flow, and also have increased legal liability in the event of any mishap.

The Senate approved the proposals as an amendment to the FAA reauthorization bill but a companion bill failed to pass in the House. thus the issue is now left in the hands of a House-Senate Conference Committee.
