My sister currently has about 24,000 miles credited towards elite status. On a same day run to SEA, she will get enough Tier Miles to get gold. But they will all post on the same day. Does this mean she will get a silver and gold package? or just a gold one?

Since this has probably never happened before now, she willl probably just get the Gold packet. The status won't change until all miles have posted, and will skip Silver. Actually, she is not registered, but if she was she'd be DCFlyer20.
