Effective the beginning of March the company made a substantial change in the upgrade policy. Up until now, Chairman's Preferred members had access to upgrade seats WITHOUT restriction, regardless of fare paid. Callers are now learning that only a few seats on each flite are being made available for this purpose. In the case of transcontinental flites, in some cases there are no seats available for upgrade at the start of the 7 day window. While there is a reference to this in the new rules booklet, it is buried. The company has the right to sell all the first class seats it can, but when you hold that carrot out to people willing to fly over a 100,000 miles a year, these kinds of draconian restrictions are a breach of the spirit of the program. If CP's can't get seats, what does that say about the other 2 tier levels. For a marketing program to work, it has to deliver. This stinks.
