Or do we just have to rely on the 15% disabled companion & forget about the 40%. Other than that we have 2 discount vouchers. How can we work this in?

I don't know whether these two discounts are combinable. Suggest that you call Amtrak reservations, explain your situation, and ask what the least expensive arrangement would be.
If the 40% companion discount cannot be combined with the 15% disability discount, just forgo the disability discount. Forty per cent off of one ticket yields greater savings than 15% off of two tickets.

The first has been a long running pet peeve of mine, the fact that taking runs in First doesn't net a free round trip in First. Only once did Amtrak actually do that, and it was years ago. Since then, it's always a BC ticket regardless of what class you traveled in to earn that free trip.
One some what nice change with last year's promo however, was the fact that they now award you the AGR points needed to book those BC tickets. Therefore, one can call up AGR, and supplement those points awarded for the promo with your own points to get FC tickets. This can't be done online though, it's only available by calling AGR.
With regard to the second item, you'd probably have to call Amtrak to find out. I don't believe it can be done online.

Alan - Thanks, this is quite enticing and now I'll work extra hard to make sure I hit this promo at least one time. So just to be sure I'm understanding, I could take the free BC ticket from the promotion and add in the necessary points (2,500, is it?) from my account to bump it up to a free FC roundtrip? That sounds like a great deal to me.. well worth the 2,500 points to go in First roundtrip, especially on WAS-BOS - which is what I would use it for.

You understand correctly. That's exactly what I did last year and that info came from an AGR supervisor, one of the best I've ever dealt with, but sadly now gone with the AGR transfer from Carlson to the new company. So therefore YMMV come this year, but definitely don't take no for an answer the first time you get it, if you do get it.
Basically what happened is that 16,000 points were dumped into my account because of the promo. That's two one-way trips in BC on Acela, which are worth 8,000 points. The agent when I called up to make my first one way reservation took 8,000 of those 16,000 points, plus 2,500 of my "regular" points, to reach the 10,500 needed for a First Class ticket. He repeated the same procedure for my second ticket.
Were they credited in some separate section such that you couldn't just use the points online for whatever you wanted (including FC)?
No, the points were dumped into the "regular" section of my account. I don't know if that was because of how the reservation was processed to get me up to FC, or if that was just standard procedure. I do know that if you tried to claim your reward online that one was immediately sent to the booking section of the site to book an Acela redemtion.
I have no clue what might have happened had one proceeded far enough to trigger the point release, without actually completing the reservation. I also don't know if the points would have been released unless you actually completed the reservation.
So in theory it may be possible to get the points credited to your account without actually booking a trip. But it also may not be possible. However, if it is possible, then I see no reason that you couldn't use them for any trip that you wanted.
