Okay nevermind, I got the link to work but I am confused. How do I know if I've found a Winter Sale fare or a regular fare? I'm looking at a trip from San Antonio, TX to Chicago, IL around March 11, 12, 13, 14 (prefer 11/12 but a little flexible) and it's showing me $95 one way adult fare, which is what I saw last month, so I don't know how to find these Winter Sale fares or if it's even possible?

$95.00 seems to be the winter sale fare. If you pretend to buy a room you will see the coach fare go up.
If you are planning to buy do so as the fare will only go higher.

I checked the general refund policy and that looks like perhaps it has also changed:

When purchased through either Amtrak's advance payment or prepaid programs, tickets are considered "paid for" and subject to the refund policies of any component rail fare, passenger type discount, and/or promotional discount, even if the actual tickets have not yet been printed.
[However, I can't tell if when they say "Amtrak's advance payment . . . program[], they are referring to Amtrak.com or something else.]

I have cancelled one of these for a full refund within the last week, no matter what the T&C say.
Amtrak is discounting rail fares in the Midwest now through April 30. Affected lines include routes between Chicago and downstate Illinois. Savings also are available on Wolverine Service, Pere Marquette and Blue Water routes between Chicago and Michigan and on the Missouri River Runner between Kansas City and St. Louis.
