Approval codes

Anyone have any idea whether Amex approval codes mean anything? Their codes are always two digits in the 16 to 27 range. Does it have any significance?

I think these are standard automatic codes for usual charges, where the cards validity only has to be checked.
For "larger than usual" charges requiring a human check, the codes are more than two digits long.

The auth. codes used for my three last charges on saturday are :
Gasoline : 31
Department store : 25 and 32
