American Express Small Business Saturday Will Return 11/26/11
Being reported on Dan's Deals.....
"American Express is bringing back Small Business Saturday this year with $25 credits for spending at small businesses on 11/26 (always like a nice b-day present, thank AMEX!)"
"Last year the $25 credit worked once for every AMEX card, including on additional cards and AMEX cards issued by other banks like from Citi. They also extended to spending period from just the day after black friday until the end of the year. The exact details for this year’s program are unknown at this point, but I’ll be sure to post them as they come in!"

Oh wow.
This actually brought me some business last year when I still had it as I heavily advertised the promotion to get people to come in. Although, it helped the business' around me as well but it's fine. I give props to AMEX for doing something like this.

Get $25 back on Small Business Saturday.
Simply fill out the form below and then use your registered American Express® Card to shop at participating small businesses on Small Business Saturday - November 27, 2010. More information to come at this url?

At the time of this posting, the page is mostly a 'billboard on the Internet' with a video that is basically a powerpoint-like commercial.

If I recall correctly, the 2010 promotion was also announced for one day, then extended. I cannot think of a reason they would again announce it for one day if they plan to extend, but perhaps the decision is driven by the first day transaction volume.

What constitutes a small business? How does AMEX know that you are shopping at one? Is the transaction coded differently?

Precise answer: Review the 2010 thread. Everything you need to know is there, with examples of transactions which were reimbursed or not:

So Mia I can understand why the prepaid card isn't accepted for this deal
but why isn't any corporate card accepted?
we can use this at any restaurant for example Buffalo wild wings right?
it just has to be a place not online ordering.
or are restaurants not included?

Eligible merchants include any independently owned small businesses that accept the American Express Card.

Wonder if it will be per card again or only per account this year.

Buffaol Wild Wings isn't a small business, is it?
Restaurants are included. Read the thread mia linked. Find the promo page - and read the guidelines. mia is our forum moderator, not the Amex tour guide.
